To write about Britain’s collision course in Europe without reference to the structural changes that have occurred in British capitalism since the war, without discussing economics, is a notable, if somewhat empty, achievement. This Miriam Camps has done. One result is that her book is neither an analysis nor an interpretation but an account, embracing only the most superficial, easily discernible aspects of her subject – the flux of diplomacy and negotiations, with occasional reference to the immediate political circumstances at every stage. It is a competent, very lucid and well-informed account, one which must be referred to by anyone attempting to understand what happened, but essentially meaningless. We are still waiting for the authoritative work – but might well be waiting still when Britain joins.
