The U.S. monopoly capitalists are the biggest Nazis of all time. Right now they are preparing to launch the most ferocious super-exploitation and fascism against the American working class and people and to unleash all-out world war.

The future of our country lies in the hands of the working class. We want none of this fascism! Let's stand up in broad daylight to denounce, criticize and repudiate monopoly capitalism right amongst the basic fighting masses. Make the working class the target of revolutionary propaganda. Go all out. Put out newspapers, organize study groups, mass democracies denunciations, demonstrations, discussion groups, etc., to expose the monopoly capitalist butchers and arm the broad masses of the people with proletarian ideology. Repudiate the sham "democracy" of the monopoly capitalist dictators, denounce their state machine (congress, laws, courts, police, etc.) for their fascist "law and order" and mobilize the working people to stand up and fight against the attacks of the fascists and for proletarian revolution!

It's only in this way that the best sons and daughters of the American working class can come forward to dedicate their lives to building the revolutionary Communist Party to lead the American working class and people in overthrowing monopoly capitalism once and for all!

Editorial: Build the Workers'Advocate By Applying the Mass Line in Everything

The WORKERS' ADVOCATE is the political affairs newspaper of the AMERICAN COMMUNIST WORKERS MOVEMENT (MARX1ST-LENIN1ST).

Today, as the economic and financial crisis of U.S. imperialism deepens and the U.S. monopoly capitalist class strives to impose more superexploitation, more fascism and more war on the American working class and people and the people of the whole world, the revolutionary mass movements against fascism and imperialism are developing vigorously. The struggles of the working class against the capitalist system and to politically organize at the place of work are developing tremendously. The struggles of the Afro-American people and other national minorities against national-class oppression and exploitation and for full emancipation are developing and many, many revolutionary struggles are developing throughout all sections of American society.

The BURNING QUESTION is to build a genuine COMMUNIST PARTY in the midst of the REVOLUTIONARY MASS MOVEMENT which can unite and lead the entire working class and people to completely OVERTHROW THE MONOPOLY CAPITALIST SYSTEM and establish a SOCIALIST PEOPLE'S REPUBLIC OF AMERICA with the WORKING CLASS AS THE RULING CLASS, the dictatorship of the proletariat. We say LET US BUILD THE PARTY by integrating with and developing the struggles at the place of work, in the communities and universities and CONCENTRATING ON BUILDING THE ORGANS OF WORKING CLASS PROPAGANDA IN THE MIDST OF THE BASIC FIGHTING MASSES. This means steeling basic communist units by waging actual struggles which unite the working class on the basis of revolutionary politics and escalating propagation and application of MARXISM-LENINISM-MAO TSETUNG THOUGHT. To serve this work, WORKERS' ADVOCATE will adhere rigidly to the mass democratic method of work of "from the masses, to the masses" by relying on the actual experience and struggles of the working and oppressed people, concentrating this experience so as to draw practical guidelines and popularizing them.

WORKERS' ADVOCATE first appeared from July, 1969, until May, 1970, when it was replaced by AMERICAN MASS LINE which was produced up until March 1971. In the main, WORKERS ADVOCATE and MASS LINE reflected the developement of the proletarian revolutionary line in the ACWM (ML) and amongst the masses, adhered to the mass democratic method of work and contributed tremendously to the ANTI-FASCIST REVOLUTION. Because WORKERS ADVOCATE was the first newspaper of the American working class which was completely loyal to MAO TSETUNG THOUGHT, it came under attack by various philistines and bourgeois agents within the ranks of the people. These Philistines and agents maintained that WORKERS ADVOCATE and MAO TSETUNG THOUGHT are "too advanced for workers" and "not applicable to American conditions" and that we had better "promote reformism" and "show workers how oppressed, -they held that the American working class and people had already embarked on ANTIFASCIST REVOLUTION -and that the key task is to creatively apply MAO TSETUNG THOUGHT in summing up the' advanced experience of the working class in order to draw practical guidelines and integrate the day-to-day struggles with the over-all tasks of PROLETARIAN REVOLUTION. Our analysis proved entirely correct and WORKERS ADVOCATE has always enjoyed tremendous support and enthusiasm of the broad masses and the revolutionary cadres who cherish it and use it as a guide to action.

The AMERICAN COMMUNIST WORKERS MOVEMENT (MARXIST-LENINIST) and its newspaper, the WORKERS' ADVOCATE were founded on the basis of the proletarian revolutionary line of the REGINA CONFERENCE of 1969. In the REGINA CONFERENCE intense class struggle developed between the communist cadres who were involved in actually organizing revolution and certain sideline intellectuals. The revolutionaries based themselves on the slogan ORGANIZE TO CHANGE THE WORLD by summing up actual experience in order to draw guidelines. The bourgeois reactionary line based itself on ORGANIZE TO UNDERSTAND THE WORLD and opposed summing up and moving forward in the real world. This same class struggle has developed for over 3 1/2 years in every aspect of the revolutionary organization and in the publication of WORKERS' ADVOCATE. WORKERS' ADVOCATE was produced and distributed by those cadres actually in the mass movement who saw the development of a national Marxist-Leninist newspaper as the key link in advancing the revolution. On the other side stood certan cadres and secretaries who demanded a regular national communist newspaper to enhance their understanding of revolution while refusing to participate in actually organizing in their own local areas. We always held that revolutionary articles can only be concentrated summation of revolutionary struggles on the ideological, political and organizational fronts in various areas. As revolutionary mass work moves forward and objective class struggle developes, revolutionary articles must be written by summing up this concrete revolutionary practice. Without revolutionary practice and revolutionary summation there can be no revolutionary articles. The bourgeois reactionary line is intent on self-cultivation and producing "revolutionary theory" apart from advancing the objective revolutionary struggle of the American working class and people against U.S. monopoly capitalism and fascism. This class struggle reached acute dimensions in March 1971 when the reactionary line put out a bogus issue of MASS LINE, swearing allegiance to MAO TSETUNG THOUGHT while opposing MAO TSETUNG THOUGHT and the mass line in practice. We temporarily suspended the publication of the national newspaper and mobilized the staunchest revolutionary cadres to carry out protracted investigation and study and revolutionary organizing in various local areas all across the U.S. and develope the initiative of the organization amongst the masses.

Today the AMERICAN COMMUNIST WORKERS MOVEMENT (MARXIST-LENINIST) is very much around in the United States, We have definite communist units in 9 cities and embryonic units in several others. All our units are self-moving, conscious, disciplined and capable of producing local agitational organs, carryingout investigation and study and initiating and participating in genuine anti-fascist, revolutionary struggles. Now that we have strengthened several basic units, the EYES AND EARS of the CENTER, we are advocating and actually building CENTRALIZED ORGANS. Political power over the editorial/policy, production and distribution of WORKERS' ADVOCATE is in. the hands of cadres immersed in the practical work of MOBILIZING THE WORKING CLASS AS THE LEADING AND MAIN FORCE OF ANTI- FASCIST REVOLUTION. At the same time certain comrades are again getting "stuck" clinging to their localist outlook and refusing to take up investigation and study and wage actual struggles from a national viewpoint. This class struggle is bound to develop! Today organization has over 3 years of revolutionary experience and the entire membership is conscious of the negative line and mobilized against it to a certain extent. We will insist on producing WORKERS' ADVOCATE on the mass democratic basis by waging class struggle against all liquidationist lines and opposing any bureaucratic methods of putting "production in command of revolution."

WORKERS' ADVOCATE, the newspaper of the American working class, is completely dedicated to the overthrow of monopoly capitalism and fascism and the establishment of the dictatorship of the proletariat and will always hold high the bright red banner of MARXISM-LENINISM MAO TSETUNG THOUGHT.

WORKERS' ADVOCATE will carry out the DENUNCIATION, CRITICISM AND REPUDIATION OF

MONOPOLY CAPITALISM on all fronts.

WORKERS' ADVOCATE will report on the struggles of the working class and oppressed peoples and their correlations, particularly the struggle to politically organize at the place of work and in the communities.

WORKERS' ADVOCATE will provide extensive coverage of the struggles of the working and oppressed people the world over and report on the development of the INTERNATIONAL COMMUNIST MOVEMENT led by the COMMUNIST PARTY OF CHINA and the ALBANIAN PARTY OF LABOUR.

With the re-issuing of WORKERS' ADVOCATE we call upon all the members and supporters of the ACWM (ML) to take the task of organization into their own hands and form WORKERS' ADVOCATE STUDY AND DISCUSSION GROUPS. Carry out investigation and study amongst the masses and write revolutionary articles to popularize advanced experience. Contribute summations of experience in the living study and application of MAO TSETUNG THOUGHT and regularly report on the resistance struggles. WHAT THE CAPITALISTS HAVE ON THEIR MINDS

The elections are over. What do the capitalists and their government have on their minds in regard to the working class? Nixon, in an unpublicized part of his September 3rd speech, gave us some hints. He announced the formation of the National Commission for Industrial Peace. He said, "The purpose of this commission will be to explore ways that labor and management can harmonize their differences."

This talk of "industrial peace" and "harmonizing" class differences is nothing but Mussolini^ and Hitler's program for fascism applied to the U.S. When Nixon tilks of "how the government can be more helpful to the parties in the bargaining process" he is referring to labor courts and compulsory arbitration boards. When he talks about "making a more regular habit of industrial peace...without long and costly strikes" he intends to ban strikes. And when Nixon talks about achieving "prosperity...due to the American workers' cooperation" he is parroting the Nazi minister Goering who said, "The regime of national concentration will with an iron fist bring the opposing interests of the different strata of society into that harmony which is so essential to the prosperity of the German people." Nixon's program for "industrial peace" is no different--it means fascism!

This is a further exposure of the rotten capitalist system in the U.S. Already during the Nixon administration we have seen the invasion of Cambodia amid talk of "peace." We have seen Agnew's suppression of the press amid talk of "freedom of the press." We have seen our standard of living attacked and our wages frozen amid talk of "economic stabilization" and a "fight against inflation." And we have seen the jailings, beatings and murders of progressive Americans amid talk of "democracy" and "law and order." Now Nixon, as the faithful spokesman for the capitalist class, is crying for "industrial peace." Why?

The capitalist class holds one thing sacred in this world-- the drive for the maximizing of profits. Maximizing profits through the exploitation, ruin and impoverishment of the workers at home, through the enslavement and systematic robbery of the peoples of other countries, and through wars and militarization of the national economy. This means on the home front the working class is faced with frozen wages, inflation, high cost of living, unemployment, etc. These are not conditions for "industrial peace" or "harmony between labor and management." Instead, the sharpening class contradictions are giving rise to greater class struggle. The American working class has just begun to flex its muscles against the robber capitalists--Rockefeller, Morgan, and their like--through struggles against capitalist exploitation and for the right to politically organize. It is fear of this impending revolutionary upheaval which sends the capitalists running to institute their fascist rules and regulations in the name of "industrial peace." This is the capitalists' pipedream--a system in which they can peacefully and eternally rob the workers.

Throughout the Nixon administration, strikes and other struggles of the American working class have been repressed with court injunctions, police, troops and anti-labor laws. Step by step conditions have been created for the complete fascist control over the working class, which will mean labor courts, slave labor camps and armed suppression in the same manner as Mussolini. Just examine--the Italian fascists permitted trade unions as long as they were weak and subservient to the government. Mussolini set up a central labor court with a president and a panel of judges and experts. If conciliation failed, the court president delivered a binding judgement, and police were used to enforce the ruling. This is the same "government help" Nixon has in mind. In the U.S. over 75% of the workers have no defense organizations, such as trade unions. Where unions are organized, certain reactionary labor "leaders" are being wooed by the government to collaborate fully with the government and the capitalist class. Already some of these reactionary labor leaders, such as George Meany, have called for "voluntary" arbitration, no strikes, no more workers organized, and have requested that "Contracts worked out at the bargaining table by labor lead ersshouid be final and not Subject to approval by union members. The McCarren Act which bars" communists from the unions is supported by these flunkeys of the capitalist class.

It is precisely this class collaboration, along with the violent arm of the state ready to repress those who won't "collaborate and compromise," that is needed for the formation of the fascist labor courts and the Nazi labor fronts. And this is precisely what the capitalists have on their minds regarding the workers. The basic program of the National Commission for Industrial Peace means STRENGTHENING THE RULE OF THE LABOR ARISTOCRATS OVER THE ORGANIZED WORKERS, STRENGTHENING THE RULE OF THE GOVERNMENT OVER THE LABOR ARISTOCRATS, AND SMASHING ANY ATTEMPTS BY THE WORKING CUSS TO ORGANIZE AGAINST CAPITALIST EXPLOITATION AND OPPRESSION. At the same time the capitalist class and the government are intent upon creating illusions in the minds of the workers a- bout three equal parties--government, management and labor-- and about a "neutral and democratic government." Political deception and fascist repression go hand and hand.

Chairman Mao has said, "POLITICS IS THE CONCENTRATED EXPRESSION OF THE ECONOMIC BASE." Fascism is the concentrated expression of the capitalists' system of exploitation when it is facing total collapse. The essence of fascism is to suppress our fundamental right to organize against capitalist exploitation and oppression. Only by taking the destiny of the American working class and people into our own hands, fighting for the right to politically organize and build a genuine communist party that will lead our whole people in the overthrow of the fascist rule of the capitalists, will we ever build peace and democracy for the American people.

THE US. IMPERIALISTS ARE THE REAL INTERNATIONAL TERRORISTS

For the past month and more the U.S. imperialists have been developing a world-wide "anti-terrorism" campaign for the purpose of escalating^ their barbarous aggression against the peoples and nations of the world, particularly the Arab peoples, preparing public opinion and organizing fascist apparatus for all-out world war. U.S. imperialist chieftan Nixon has set up an international agency for "collective security" and also various domestic measures aimed at preventing "international lawlessness and terrorism." Secretary of State Rogers has gone before the United Nations to propose so- called "anti-terrorist agreements, and the imperialist press has been doing rabid racist and fascist propaganda against the Arab peoples and their allies in the thin disguise of opposing "terrorism."

For years the U.S. imperialists and their lackeys have tried to terrorize the peoples of the whole world into submission and slavery through wars of aggression, nuclear blackmail, genocidal bombings of civilian populations, etc. Today they are proposing "anti-terrorist agreements" and doing rabid fascist propaganda in the wild hope of outlawing the national liberation struggles of the oppressed peoples which have come up to oppose the terrorism and nazism of U.S. imperialism. The big lie spread by these fascists is that U.S. imperialism can bring "peace and prosperity" to the whole world through "pax americana" if only the oppressed people would stop their "uncivilized terror." By introducing the so-called antiterrorist agreement, the U.S. imperialists are trying to use the UN as a vehicle for establishing an international "law and order" which legitimizes their Hitlerite aggression and grants sanctions against the oppressed nations and peoples who take up arms to fight against imperialist aggression, colonialism, neo-colonial zionism and all reaction.

While the imperialists and their press moan about "protection of innocent civilians," "protection of international communications," etc., their henchmen, the Israeli Zionists, are using opposition to "terrorism" as a fig-leaf cover for launching further aggression a- gainst the Arab peoples. To justify Israel's current attempt to dismember Jordan and Lebanon and crush the Palestinian Liberation Movement, Golda Meir said, "No negotiations until all Arab terrorism is eradicated... through a major military effort." Nixon and Meir are truculantly intensifying their Nazi aggression while demanding that the so-called "anti-terrorist agreements" and the "international collective security system" to enforce them, be accepted as a precondition for halting their aggression. This is the logic of all fascists and Nazis: first the oppressed peoples and nations must give up the sacred right to use revolutionary violence to fight against imperialist aggression, colonialism, neocolonialism, Zionism and for full liberation, and then U.S. imperialism and its running dogs will agree to halt their aggression. In other words the imperialists say "Be docile slaves and we won't attack you--fight for freedom and we call you terrorists as our excuse for genocidal wars of aggression."

The U.S. imperialists have already taken several measures to build up their war machine and meddle in the internal affairs of other countries under the hypocrisy of opposing "international banditry and ter- roism," Last month Nixon established an international spy group headed by the U.S. State Department, the CIA and their counterparts in other imperialist countries to collect information and carry out suppression campaigns against the national liberation movements. The U.S. Senate has brazenly passed the Hijacking Bill, which calls for the suspension of airline services to any country which

1) aids "terrorists"

2) refuses to take adequate precautions against "terrorists" and

3) continues to service planes of other countries which have not sufficiently cracked down on "terrorists" This is a blatant attempt to blackmail the other countries of the world and suppress the genuine national liberation movement.

The U.S. imperialists are also using the "big lie" of "terrorism" as a domestic issue, i.e. an excuse for more outright fascist suppression at home. Secretary Rogers and Attorney General Kleindienst have issued orders requiring visas from all immigrants coming to the United States, stating "because of the general increased threat of terrorist activities in the U.S.... it is necessary to screen more carefully applicants for entry.." Playing up on this measure the imperialist press is carrying out rabid racist and fascist propaganda against Arab immigrants as well as other foreign immigrants and residents in the U.S. This is to pave the way for more fascist suppression of foreign visitors to the U.S. and American national minorities.

All these plots and designs of the U.S. imperialists are part of their over-all preparation for world war. Concocting the bogey of "terrorism," the imperialists are doing raoia propaganda against all people, inside and outside the U.S., who are fighting for liberation while the imperialists are building up their war apparatus and launching new aggressions daily. But these evil schemes of the U.S. imperialists are only tightening the nooses around their necks! The people of the world, including the American people, are determined to put an end to imperialist aggression, exploitation and oppression once and for all!

On the So-Called Prevention of "Terrorism"

ON September 22, the General Committee of the U.N, General Assembly discussed the question of whether to include in the agenda of the current General Assembly session the so-called "measures to prevent terrorism and Other forms of violence which endanger or take innocent human lives or jeopardize fundamental freedoms."

In his speech at the meeting, Chinese Representative Chen Chu said, "We have never been in favour of adventurist activities of terrorism carried out by individuals or a few divorced from the masses, because they are harmful to the cause of national liberation and people's revolution. However, it must be stressed that in referring to the question of violence, one should first distinguish the military aggression and violent repression by the aggressors and oppressors from the struggle of resistance by the victims of aggression and oppression. These are two kinds of violence entirely different in nature. Where there is aggression and oppression, there is resistance and struggle. Imperialism, colonialism, neo-colonialism, racism and Israeli Zionism are the chief culprits of terrorism and reactionary violence in the present world. It is perfectly just for the aggressed and oppressed nations and peoples to take up arms under compulsion to resist counterrevolutionary violence with revolutionary violence. This item fails to distinguish between the aggressors and oppressors and the aggressed $nd oppressed while referring to the prevention of terrorism and violence in ambiguous terms. This will possibly be utilized by imperialism, colonialism, neo-colonialism, racism and Israeli Zionism. This is precisely what Israeli Zionism is now doing against the Palestinian and other Arab peoples; this is what the Portuguese colonialist authorities and the South African and Rhodesian white racist regimes are doing against the African people; and this is also what imperialism and colonialism are doing against the aggressed and oppressed nations and peoples."

"In accordance with the above-mentioned reasons," he continued, "the Chinese Delegation supports the opinion of the delegations of Mauritania, Guinea, Syria, Libya and other African and Arab countries of not putting this item on the agenda."

THE PALESTINE QUESTION

The Palestine question is today a major problem in the Middle East and for the Arab national liberation movement. It is completely the result of imperialist policies of aggression in the Middle East.

Located in West Asia on the eastern coast of the Mediterranean Sea, Palestine borders on Syria, Lebanon, Jordan and the United Arab Republic. At the junction of the routes linking Europe, Asia and Africa, Palestine is in an important strategic and economic position.

The great majority of the inhabitants of Palestine were Arabs as far back as the 6th and 7th centuries A.D. From generation to generation for over a thousand years, Arabs have lived and worked on this land and were its masters. Historically, although the Jews once lived in Palestine, the vast majority had left there in the 1st and 2nd centuries A.D. and were scattered in Western Europe and other parts of the world as a result of aggression by the ancient Roman Empire. According to Western scholars, there were only some 20,000 or so Jews living in Palestine in the year 1882.

However, during and after World War I, British and U.S. imperialism actively supported the so-called Zionist movement of the reactionary West European Jewish capitalists so as to control and cojnmit aggression against Palestine. In November, 1917, British Foreign Secretary Arthur James Balfour in a letter to the Zionist Rothschild openly declared that Britain "favour the establishment in Palestine of a national home for the Jewish people." Later known as the so-called Balfour Declaration, it was endorsed by U.S. imperialism in 1918.

Hence, through British and U.S. imperialist instigation and support, Jews who had long settled in various parts of the world poured into Palestine, where Arab people were living, on a large scale. From some 50,000 at the end of World War I, the number of Jews in Palestine rose to some 600,000-700,000 in 1940.

In order to use reactionary Zionism as their tool for aggression against Palestine and other Arab countries, U.S. and British imperialism manipulated the United Nations to a resolution on November 29, 1947, calling for "partition" of Palestine into an Arab state of some 11,000 square kilometres and a Jewish state of some 14,000 square kilometres.

On May 14, 1948, the Jews proclaimed the establishment of the "state of Israel" in Palestine and British colonial troops withdrew from Palestine the next day as Israel launched a war of aggression against the Arab countries which lasted till February 1949. The result of this war was that Israel drove nearly a million Palestinian Arabs out of Palestine and occupied large sections of Arab land. On June 5, 1967, Israel launched a new war of aggression and seized the Palestinian territory on the West Bank of the Jordan River and the Gaza Strip, as well as Syria's Golan Heights and the U.A.R.'s Sinai Peninsula, causing some 500,000 to 600,000 Arabs to become refugees.

It is clear, therefore, that the Palestine question is completely the product of U.S. and British imperialism. The Palestinian people's struggle for more than 20 post-war years is aimed at recovering their lost territories, returning to their homeland and realizing Palestine's national rights.

Israel--Tool of U.S. Aggression

Artificially created by U.S. imperialism in 1948, Zionist Israel is the product of U.S. and British imperialist policies of aggression in the Middle East, According to the United Nations* 1947 plan to "partition" Palestine, Israel's area was set at some 14,000 square kilometres, but in its 1948 and 196? wars of aggression against Arab countries, Israel seized a total of some 70,000 square kilometres from Palestine and other Arab countries. This was more than five times its original area.

Israel has a population of about 3 million, most of them Jews. State power is held by the reactionary Jewish bourgeoisie.

U.S. imperialism has given Israel enormous assistance. From May 1948 to June 1967, Israel received directly or indirectlv over 12,000 million U.S. dollars in economic and military aid from U.S. imperialism. Since the "June 5" war of 1967, U.S. imperialism has provided another 1,000 million U.S. dollars of aid to Israel, as well as huge quantities of aircraft, guided missiles, tanks and other modern military equipment to slaughter the Palestinian and other Arab people.

From 1948 to now, the world press has reported, Israel has obtained 4,100 million U.S. dollars in contributions and 1,600 million U.S. dollars in loans from the Jewish bourgeoisie in 54 countries.

The C.P.C. (m-l) election CAMPAIGN IS A GREAT SUCCESS!

Objective class struggle has reached a new level in Canada and Quebec! For the first time in history 52 representatives of the Canadian and Quebec working class, under the banner of the - COMMUNIST PARTY OF CANADA (MARXIST-LENINIST), the COMMUNIST PARTY OF QUEBEC (MARXIST-LENINIST), and the PARTISAN ORGANIZATION (VANCOUVER), have taken on the capitalist political parties in eyeball to eyeball struggle in the recent federal elections.

Because the monopoly capitalist class in Canada, at the instigation of their U.S. imperialist masters, chose the federal elections as a platform for promoting all their sell-out policies and vicious anti-working class and anti-immigrant propaganda, the CPC (M-L) fought the elections and put the lie to the capitalist slogan of NO WAY OUT ("choose the lesser of 2 evils") by raising the clear-cut alternative: OVERTHROW OF THE MONOPOLY CAPITALIST SYSTEM and establishment of the WORKING CLASS AS THE RULING CLASS. Fighting the elections under the most difficult conditions, the 52 candidates, led by Comrade Hardial Bains, the leader of CPC (M-L) and a candidate for parliament, brought the revolutionary program of the COMMUNIST MANIFESTO FOR CANADA AND QUEBEC to the millions of working and oppressed masses and called upon the working class to participate in building a NEW CANADA, free of foriegn domination and class oppression. The candidates addressed hundreds of meetings, led mass democracies all across Canada and Quebec and distributed close to one and a half million copies of the COMMUNIST MANIFESTO FOR CANADA AND QUEBEC. Today, discussions are raging all across the country on the question, WHICH WAY CANADA, CAPITALISM OR COMMUNISM?

The capitalist political parties and their lackey press frenziedly tried to confuse the question of Communists fighting the elections and even called in their police agents, the RCMP, to slander the communist candidates as "subversives." Over 40 arrests of comrades took place during the election campaign, including the jailing of 2 communist candidates for parliament.

But the elections showed that while the main trend in the capitalist camp is disunity, back-stabbing and scrambling for power, the main trend in the camp of the proletariat is unity.

The election fight waged by the CPC (M-L) helped bring about a historic victory over reactionary sectarianism and splitting up within the ranks of the proletariat. Many revolutionary organizations and individuals came forward to support the election platform of the Party, and to build unity on the basis of a Marxist-Leninist political line.

The WORKERS ADVOCATE HAILS this great victory of the Canadian working class and people as a victory for the American working class and people. Our enemy is the same--U.S. imperialism and its lackeys--and a victory for one is a victory for all!

DENOUNCE THE U.S. IMPERIALISTS FOR THEIR PEACE HOAX

ALL REACTIONARY FORCES ON THE VERGE OF EXTINCTION RESORT TO POLITICAL DECEPTION AND MILITARY ADVENTURE.

The truth of this statement has been born out time and again during the past several weeks. On October 26, 1972, the American people heard Kissinger announce that "Peace is at hand." This was in reference to a peace truce that was supposed to be signed between the Democratic Republic of Vietnam and the U.S. imperialists on October 23. Already 3 days later, American aggression continued unabated while the imperialists were once again chanting their old song of "peace" to, the tune of their expanding war machine.

Exactly how "peace loving" the U.S. imperialists are, was further demonstrated to the world during the following days. Articles began to appear in the capitalist press reporting immense arms build-ups for the reactionary Thieu government. U.S. imperialist puppet governments in South Korea, Taiwan, and Iran began to send F-5 fighter planes to South Vietnam at the request of their U.S. masters. A-l and A-37 planes were being shipped in from Thailand. A large number of C-130 planes were arriving from the U.S. This has made the South Vietnamese puppet troops owners of the third largest air force in the world.

On top of all this "aid" from the American government, U.S. monopoly capitalist companies are selling large amounts of military equipment to the reactionary Thieu government. These are the very same companies that sold equipment and advisors to the Laotian reactionaries in the U.S. imperialist sponsored "secret war" during the past ten years.

Furthermore, one article reported that a high ranking Army officer said that the U.S. war mongers would retain a large group of civilians as advisors in South Vietnam after the armed force withdrawal.

Secretary of Defense Laird summed up the tactics of the U.S. war mongers exactly when he said, "We are trying to enhance negotiations through acceleration of deliveries....Our commitment to Vietnamization is a firm commitment." The imperialists talk of "peace" while they prepare for more war and more aggression.

DON'T VOTE CAMPAIGN CARRIED OUT IN MANY AMERICAN CITIES

Let Nixon and his capitalist political party gloat all they want about a so-called election landslide! A new trend was begun by revolutionary youth and students during the last election campaign. It was a campaign of progressive Americans to mobolize the broad masses against the elections under various slogans, such as, DOWN WITH THE BOURGEOIS ELECTION HOAX! and DON'T VOTE--THEY'RE ALL THE SAME! The investigation done during this campaign proves that the working people are becoming more aware of the truth of Marx's analysis of the bourgeois elections--"to decide once every few years which member of the ruling class is to repress and crush the people through parliment."

Various campaigns, rallies and discussions were held in Detroit, Buffalo, Cleveland, Providence, New York and other cities. In Detroit, over 8,000 copies of the Detroit Worker were distributed by members and supporters of A.R.Y. at the major plants and markets. Many working people eagerly took the communist paper carrying the headline DON'T VOTE THEY'RE ALL THE SAME. In New York, a vigorous mass democracy meeting was held at Columbia University. It continued for over 3 hours with more than 100 students and workers taking part under the CALL OF AMERICAN COMMUNIST WORKERS MOVEMENT(M-L) to REPUDIATE, DENOUNCE AND CRITICIZE THE MONOPOLY CAPITALIST CLASS. It gave rise to many discussions on party building and the politics of seizure of state power. Such revolutionary discussion is bound to give rise to revolutionary action in the near future.

REPORT FROM THE

REVOLUTIONARY CONFERENCE

The Revolutionary Conference, "Problems of Proletarian Revolution in the U.S.", organized by the AMERICAN COMMUNIST WORKERS MOVEMENT (MARXIST-LENINIST) concluded in Buffalo on October 7 in victory for the proletarian revolutionary line. During the week nearly 200 workers, youth, students and national minorities from all across the country, as well as fraternal comrades from the COMMUNIST PARTY OF CANADA (MARXIST-LENINIST), participated in the Conference. On October 5, a GREAT MASS DEMOCRACY was held which brought the line of the Conference to over 600 people in Buffalo.

The Conference summed up the work of the ACWM (ML) since the establishment of the National Committee in January 1972. All the units which had been carrying out protracted work of building local communist organization and arousing the masses, as well as representatives from other Marxist-Leninist groups and revolutionary individuals, helped to establish definite guidelines, forms and methods for implementing the main slogans of the Conference:

MOBILIZE THE WORKING CLASS AS THE LEADING AND MAIN FORCE OF ANTI-FASCIST REVOLUTION!

DENOUNCE, CRITICIZE AND REPUDIATE MONOPOLY CAPITALISM!

ORGANIZE ACTUAL STRUGGLE UNITS!

BUILD THE CENTRALIZED ORGANS OF THE PARTY!

The class struggle which developed throughout the Conference, externally and internally, in the Conference Committee and in every single unit was between the reactionary line of DESCRIBE THE WORLD: REFUSE TO CHANGE and the proletarian revolutionary line of SUMMING UP EXPERIENCE to MOVE FORWARD IN THE REAL WORLD. The method used by the reactionary line is to refuse to deal with the agenda in a stepwise manner in order to solve problems and instead to place bourgeois individualism in command, bring up all kinds of diversions and excuses and try to talk about "whatever comes into one's mind." The vast majority of actual delegates and supporters of the ACWM (ML) were mobilized by the Conference Committee to support the revolutionary line and the Conference has already brought about a new upsurge in revolutionary mass work and Party building in various places across the country.

The spirit of the Conference can be summed up: "SMASH ANYTHING WHICH STANDS IN THE WAY OF BUILDING THE REVOLUTIONARY COMMUNIST PARTY, FIRST STEP IN ACHIEVING THE GENUINE ASPIRATIONS OF THE PROLETARIAT, THE SEIZURE OF STATE POWER! DOWN WITH BOURGEOIS INTELLECTUALISM AND STAGNATION! ORGANIZE TO CHANGE THE WORLD!"

YOUTH AND STUDENTS UNITE!

The following is the DRAFT PROGRAM of the AMERICAN REVOLUTIONARY YOUTH and the AMERICAN STUDENT MOVEMENT adopted October 7, 1972.

LONG LIVE THE GREAT REVOLUTIONARY SPIRIT OF HEROIC AMERICAN YOUTH AND STUDENTS!

American youth and students, the pride of the American working class and people, have contributed tremendously to the defeat of U.S. imperialism and American fascism in the U.S. and the world.

In the early 1960's the contradiction between the U.S. monopoly capitalist class and the American working class and people developed sharply on the cultural front and American youth and students were amongst the first to rise. Hundreds of thousands of revolutionary youth and students were brought into the struggle agaisnt U.S. imperialism and American fascism. The main targets of the youth and student movement were imperialist aggression and war against the Indo-Chinese peoples and other peoples of the world; the fascist suppression by the U.S. monopoly capitalist ruling class of the American working class and people, particularly the Afro-American and other national minority peoples; the repression of youth and students organizing against imperialism and fascism, the decadent bourgeois educational system and all aspects of fascist culture. Youth and students have played an invaluable role as instruments of propaganda for progressive ideas among the whole American people and in particular have widely disseminated MARXISM-LENINISM-MAO TSETUNG THOUGHT. Upholding in practise the revolutionary directive: IT IS RIGHT TO REBEL AGAINST REACTIONARIES! youth and students have persevered in resistance to the attacks of the fascist state machine of the monopoly capitalists, thus participating heroically in the RESISTANCE MOVEMENT.

The youth and student movement has greatly inspired the whole people's movement and is part of it. Through the course of their struggles youth and students learned many lesions and saw the necessity to come under the conscious and disciplined leadership of the working class on all fronts. Since 1969 with the formation of the AMERICAN COMMUNIST WORKERS MOVEMENT (MARXIST-LENINIST), many youth and students have come forward to participate in the great historic task of building anew the revolutionary COMMUNIST PARTY on the basis of MAO TSETUNG THOUGHT which leads the American working class and people to complete victory over fascism and to the establishment of the dictatorship of the proletariat. Led by the ACWM (M-L), youth and students are building the AMERICAN STUDENT MOVEMENT and the AMERICAN REVOLUTIONARY YOUTH as organizations to inspire and lead the whole youth and student movement. During the last three years the American Student Movement and American Revolutionary Youth have waged many struggles in the universities, communities and at the places of work and developed their revolutionary program. Various national and local conferences have been held and units established in various cities across the United States.

C. Organize to boldly mobilize the masses against the assaults of the ruling class against

the people and wage tit-for-tat struggle against these assaults, and

D. Openly propagate the proletarian line that only a violent revolution can overthrow the

yoke of monopoly capitalism and fascism.

A. Launch struggles under the heading CLASS STRUGGLE IN THE CLASSROOM,

B. Oppose all aspects of fascist ideology,

C. Organize denunciation of fascist lackey personalities in the universities, and

D. Create public opinion in support of the mass democratic anti-fascist revolution.

3. Encourage students to actually join the American working class:

A. All the politically conscious and advanced sections of the students who come forward to dedicate their lives in the cause of the working class are encouraged to leave the universities and colleges and take up jobs in the working class,

B. Those who have taken up professions, are politically conscious and advanced, are called upon to spend maximum time in living amongst the workers and actively supporting their struggles.

C. Work as revolutionary intellectuals for the revolutionary movement and revolutionary organizations in various areas.

4. ADVANCE THE RESISTANCE MOVEMENT FORWARD!

A. Resolutely struggle against fascist rules, and regulations,

B. Influence the Student Councils to take political action on various international,

national and local questions, and

C. Mobilize students and faculty to support the just struggles of the broad masses and of the anti-fascist fighters against repression by the state machine.

BUFFALO WORKERS REVOLUTIONARY COMMITTEE FOUNDED

In order to carry through the line of the Revolutionary Conference to MOBILIZE THE LEADING AND MAIN FORCE OF REVOLUTION, THE GREAT AMERICAN WORKING CLASS, the Buffalo unit of the ACWM(ML) recently initiated the Buffalo Workers Revolutionary Committee of the ACWM (ML). Over 35 revolutionary workers, students and national minorities participated in the ALL BUFFALO MASS DEMOCRACY called to initiate the work of the Committee.

In the opening session 2 speakers analyzed the class struggle locally and nationally in light of the recent CALL OF THE ACWM (ML) and explained WHAT IS TO BE DONE in Buffalo, i.e. building the political power of the proletariat in opposition to the fascism of the monopoly capitalist ruling class by consolidating the local communist unit, establishing the Workers Revolutionary Committee and further developing the local propaganda organ.

A handful of trotskyites sat quietly throughout the whole meeting, refusing to put forward their line when called upon to do so. After the meeting, during informal discussion, these trotskites claimed themselves to be "the Marxist-Leninist center" in Buffalo because they hope to organize "strike support activities" and have led reformist peace marches. They also said that carrying out revolutionary propaganda is "left sectarianism" and that "workers don't understand MAO TSETUNG THOUGHT, they want concrete (read: reformist) programs." The revolutionary people present brought out the actual history of trotskyism in Buffalo, particularly denouncing the trotskyite method of opposing mass democracy and spreading their anti-communist, anti-working class venom from dark corners. Many workers came forward to expose the bankruptcy of reformist policics, saying "only MAO TSETUNG THOUGHT and revolutionary poltics can help us overthrow monopoly capitalism and fascism." The trotskyites refused to come under the supervision of masses and further develop their line but literally ran out of the meeting place sniffling and moaning.

The two day conference carried on with tremendous spirit, the basic program of the Buffalo Workers Revolutionary Committee was adopted, the Committee leadership elected, the first MASS DEMOCRATIC EDITORIAL MEETING of the BUFFALO RED STAR was held and the program for the REVOLUTIONARY DISCUSSION GROUPS announced. Following are excerpts from a statement made by the Buffalo unit of the AMERICAN COMMUNIST WORKERS MOVEMENT (MARXIST-LENINIST) at the GRAND RALLY held November 4, hailing the formation of the BUFFALO WORKERS REVOLUTIONARY COMMITTEE OF THE ACWM (ML). (somewhat revised for publication).

COMRADES AND FRIENDS: Today we have founded the BUFFAL0 WORKERS REVOLUTIONARY COMMITTEE of the AMERICAN COMMUNIST WORKERS MOVEMENT (MARXIST-LENINIST). We have decided on the general line of the Committee, adopted its program and agreed on the methods of work of the Committee and the Committee leadership. Our basic political line is to inspire all our class brothers and sisters in Buffalo with the burning conviction to fight for the completeoverthrow of the monopoly capitalist system and the establishment of a Socialist People's Republic of America with the working class as the ruling class. Our practical program is to build the revolutionary propaganda organs and the revolutionary discussion groups right amongst the working people of Buffalo. Our method of work is to bring all the work of the Committee and the Committee leadership directly under the supervision of all the members and supporters and the broad masses. We have also elected the leadership of the REVOLUTIONARY COMMITTEE.

COMRADES OF THE REVOLUTIONARY COMMITTEE, NOW OUR WORK BEGINS...

When the comrades from the ACWM (ML) began political work in Buffalo there was no revolutionary organization of the working class here, there was no organ that opposed the monopoly capitalists and their fascism on all fronts, there was no organ that spoke for the genuine aspirations of our class, there was no revolutionary political line amongst the people that could unite us in our struggle for political power. There were many, many spontaneous struggles taking place, just has there had been many, many spontaneous and heroic struggles of the working and oppressed masses for the fast hundred and more years. And theret were many opportunist so-called revolutionaries "leading" these spontaneous struggles along the path of reformism and counter-revolution. When the ACWM comrades stood up and said: THERE IS NOTHING GOOD IN THE MONOPOLY CAPITALIST CLASS, THE ONLY QUESTI0N IS TO ORGANIZE THE WORKING CLASS T0 seize POLITICAL POWER FROM THESE FASCISTS AND WE MUST BEGIN AT ONCE BY BUILDING OUR OWN REVOLUTIONARY COMMUNIST PARTY, the entire holy alliance of the so-called left viciously attacked us. We dared to let the holy alliance rot and rely solely on the broad masses of working and oppressed people by bringing Marxist-Leninist politics directly to them... When we started building revolutionary propaganda organs and communist organization amongst the students the holy alliance whined "stop promoting revolution -- bring reformism to the workers." These wise "Marxists" told us "workers will never understand MAO TSETUNG THOUGHT," "you will be wiped out" etc. Today we have established THE BUFFALO WORKERS REVOLUTIONARY COMMITTEE of the ACWM (ML) with political power firmly in the hands of revolutionary workers and the holy alliance is still pleading "stop promoting revolution, bring reformism to the workers."...Comrades, summing up the entire history of Buffalo -- the spontaneous struggles, the struggles we have waged and so forth, we must never forget that WITHOUT A REVOLUTIONARY ORGANIZATION, without an organization built on the Marxist-Leninist political line and in the Marxist-Leninist style of work, which can arm the fighting masses with clear ideas and lead their revolutionary struggles, the working and oppressed masses have nothing. COMRADES: THE BUFFALO WORKERS REVOLTIONARYIS SUCH A REVOLUTIONARY ORGANIZATION. Our first task is to bring the line and program of the Committee to every worker in Buffalo. LET US BRING THE POLITICS OF SEIZURE OF POLITICAL POWER TO ALL OUR CLASS BROTHERS AND SISTERS IN BUFFALO.

Now we have the slogan that working class is the leading and the main force of anti-fascist proletarian revolution. What does this mean concretely at this time? First it means that the working class must be the leading force of revolution. That is, that proletarian ideology, Marxist-Leninist political line and proletarian organization must lead the practical revolutionary movement. Comrades, to build the Revolutionary Committee our first task is to work hard and fight to establish the Marxist-Leninist political line amongst the masses. In Buffalo, the economic and financial crisis of U.S. monopoly capitalism is very much in the lives of the working and oppressed people. Our daily existence is being threatened by unemployment, frozen slave wages, soaring taxation, vicious inflation, etc. The monopoly capitalists are claiming that these problems are caused by "low worker productivity", and using this productivity hoax to prepare public opinion for more superexploitation (layoffs, speed-up, runaway plants, etc.) and fascism, i.e. fascist rules and regulations, fascistiza- tion of unions, anti-strike laws, etc. The social-fascists are very busy confusing and dividing the workers on these questions and promoting reformism. All in all the monopoly capitalists are intent on using the economic crisis to promote fascism and fascism. These questions are very much on the minds of our class brothers and sisters and we need to explain these questions to them, showing the necessity of proletarian revolution as the only solution to any of the problems facing us. This means building in practical terms the movement to DENOUNCE, CRITICIZE AND REPUDIATE MONOPOLY CAPITALISM, MOBILIZE THE LEADING AND MAIN FORCE OF REVOLUTION...

Our experience shows that we can only go from generalized ideological work to more particular ideological work with the participation of masses and the application of the mass line. Any other approach is idealist in nature. This means that we should start our general propaganda against monopoly capitalism and fascism and summing up the struggles of the working class in the most vigorous way while carrying out detailed and thorough investigation and study amongst the masses and developing the mass line. It is also through this method of taking the over-all line to the masses and doing investigation and study with the participation of the masses that we are contributing both to the national work of building the Party and the local program of strengthening our basic communist unit and building the Revolutionary Committee.

DRAFT STATEMENT AND PROGRAM OF BUFFALO WORKERS REVOLUTIONARY COMMITTEE

Buffalo is a working class city. The history and struggles of the working and oppressed peoples of the United States and the entire world are the history and struggles of the working and oppressed peoples of Buffalo. Large numbers of immigrant workers were brought here to clear the land, dig the canals, lay the rail lines. It is the sweat and blood of the working class which built this country. The working class of Buffalo is part of the great modern industrial proletariat.

As opposed to the working class the very existence of the monopoly capitalist class is based on exploitation of our land and labor. In the U.S. the monopoly capitalist class arose by usurping the fruit of the great anti-colonial war of 1776. Hiding in the ranks of the people by giving broad democratic slogans in the fight against English colonialism, the American capitalist class' only aim was to become the #1 colonialists and nazis of all time. Right from the founding of the United States, the capitalist class enforced armed dictatorship over the working and oppressed people. It throve on theexpropriation of the land of the Native Indians, and the enslavement of the Black people and the exploitation of the working class. Today, these monopoly capitalist parasites live off the plunder of the land and labor of the whole world's people.

Right now U.S. monopoly capitalism is stepping up its policies of fascism, superexploitation and war. The monopoly capitalists are daily consolidating fascist "law and order", banning all democratic rights including the right to strike and building up the police and military arm of the state. Externally, the imperialists are launching new aggressions daily, especially in Indo-China and the Middle East, and preparing for a new world war. The monopoly capitalist system is in financial and economic decay and collapse. Our daily existence is threatened by soaring unemployment, slave wages, soaring inflation, rising taxes, etc.

NONE OF OUR PROBLEMS CAN BE SOLVED AS LONG AS THE MONOPOLY CAPITALIST CLASS ENFORCES ITS RULE OVER OUR PEOPLE. The future of our country lies in the WORKING CLASS OVERTHROWING CAPITALISM AND FASCISM AND BUILDING A SOCIALIST PEOPLE'S REPUBLIC OF AMERICA with the WORKING CLASS AS THE RULING CLASS. To seize state power from the monopoly capitalist class, we must start to build our own organs of power right away. Nationally, we must build a genuine revolutionary COMMUNIST PARTY and locally we must build Party units and revolutionary committees to lead the struggle of the working and oppressed people against monopoly capitalism and fascism. The Buffalo unit of the ACWM (ML) is initiating the BUFFALO REVOLUTIONARY WORKERS COMMITTEE; its draft program follows:

PROGRAM OF THE BUFFALO WORKERS REVOLUTIONARY COMMITTEE OF THE AMERICAN COMMUNIST WORKERS MOVEMENT (MARXIST-LENINIST):

1. Seeks to unite the working class in Buffalo to fight for our class interests and against the interests of the bourgeoisie,

2. Unites all oppositional trends in the working class into one revolutionary movement against monopoly capitalism and fascism,

3. Opposes all capitalist influence within the working class, particularly the development of fascist ideology and organization,

4. Strives to achieve the genuine aspirations of the working class, the seizure of state power,

5. Any worker, employed or unemployed, who agrees with the general statement and program and participates in implementing it can become a member of the BUFFALO WORKERS REVOLUTIONARY COMMITTEE.

6. The BUFFALO WORKERS REVOLUTIONARY COMMITTEE democratically elects its leadership and sorts out all internal contradictions on the mass democratic basis,

7. To strengthen the solidarity of the working class and develop our political consciousness the BUFFALO WORKERS REVOLUTIONARY COMMITTEE will develop regular discussion of proletarian ideology, MARXISM-LENINISM-MAO TSETUNG THOUGHT amongst the working people.

8. The immediate task of the BUFFALO WORKERS REVOLUTIONARY COMMITTEE is to establish a propaganda center amongst the working people to speak in the name of our class and initiate wide scale denunciation, criticism and repudiation of U.S. monopoly capitalism and fascism. To carry this out means to:

A. Establish the revolutionary propaganda organ, the BUFFALO RED STAR,

B. Build revolutionary discussion groups in the communities and work places all over Buffalo.

9. Become, through waging actual struggles, the center of resistance in Buffalo to the attacks of the monopoly capitalists and their fascist agents on the working and oppressed people,

1. U.S. imperialism for its continued aggression against the Democratic Republic of Vietnam Provisional Revolutionary Government and the Vietnamese people.

2. U.S. imperialism for its continued aggression against the Indo-Chinese people.

3. U.S. backed Israel's occupation of Palestine and other Arab territory.

4. The U.S. imperialist-Israeli Zionist plot to commit further aggression and wars of conquest under the fascist banner of "anti-terrorism" in the Mid-East.

5. U.S. imperialist-Soviet social-imperialist collusion to encircle People's China in hopes of subjugating China.

6. The Nixon-Brezhnev agreement which is a plot to divide the world into spheres of influence of the two super powers.

7. U.S. imperialism and Soviet social-imperialism for attempting to use nuclear blackmail against the rest of the world.

8. U.S. imperialism and Soviet social-imperialism for their all-out support for the Indian reactionaries in the invasion of East Pakistan and the establishment of "Bangla Desh."

9. U.S. imperialism for reviving Japanese militarism and grooming Japan as the U.S. imperialist watch dog in Asia.

DENOUNCE THE U.S. IMPERIALISTS FOR THEIR PEACE HOAX

ALL REACTIONARY FORCES ON THE VERGE OF EXTINCTION RESORT TO POLITICAL DECEPTION AND MILITARY ADVENTURE.

The truth of this statement has been born out time and again during the past several weeks. On October 26, 1972, the American people heard Kissinger announce that "Peace is at hand." This was in reference to a peace truce that was supposed to be signed between the Democratic Republic of Vietnam and the U.S. imperialists on October 23. Already 3 days later, American aggression continued unabated while the imperialists were once again chanting their old song of "peace" to, the tune of their expanding war machine.

Exactly how "peace loving" the U.S. imperialists are, was further demonstrated to the world during the following days. Articles began to appear in the capitalist press reporting immense arms build-ups for the reactionary Thieu government. U.S. imperialist puppet governments in South Korea, Taiwan, and Iran began to send F-5 fighter planes to South Vietnam at the request of their U.S. masters. A-l and A-37 planes were being shipped in from Thailand. A large number of C-130 planes were arriving from the U.S. This has made the South Vietnamese puppet troops owners of the third largest air force in the world.

On top of all this "aid" from the American government, U.S. monopoly capitalist companies are selling large amounts of military equipment to the reactionary Thieu government. These are the very same companies that sold equipment and advisors to the Laotian reactionaries in the U.S. imperialist sponsored "secret war" during the past ten years.

Furthermore, one article reported that a high ranking Army officer said that the U.S. war mongers would retain a large group of civilians as advisors in South Vietnam after the armed force withdrawal.

Secretary of Defense Laird summed up the tactics of the U.S. war mongers exactly when he said, "We are trying to enhance negotiations through acceleration of deliveries....Our commitment to Vietnamization is a firm commitment." The imperialists talk of "peace" while they prepare for more war and more aggression.

DON'T VOTE CAMPAIGN CARRIED OUT IN MANY AMERICAN CITIES

Let Nixon and his capitalist political party gloat all they want about a so-called election landslide! A new trend was begun by revolutionary youth and students during the last election campaign. It was a campaign of progressive Americans to mobolize the broad masses against the elections under various slogans, such as, DOWN WITH THE BOURGEOIS ELECTION HOAX! and DON'T VOTE--THEY'RE ALL THE SAME! The investigation done during this campaign proves that the working people are becoming more aware of the truth of Marx's analysis of the bourgeois elections--"to decide once every few years which member of the ruling class is to repress and crush the people through parliment."

Various campaigns, rallies and discussions were held in Detroit, Buffalo, Cleveland, Providence, New York and other cities. In Detroit, over 8,000 copies of the Detroit Worker were distributed by members and supporters of A.R.Y. at the major plants and markets. Many working people eagerly took the communist paper carrying the headline DON'T VOTE THEY'RE ALL THE SAME. In New York, a vigorous mass democracy meeting was held at Columbia University. It continued for over 3 hours with more than 100 students and workers taking part under the CALL OF AMERICAN COMMUNIST WORKERS MOVEMENT(M-L) to REPUDIATE, DENOUNCE AND CRITICIZE THE MONOPOLY CAPITALIST CLASS. It gave rise to many discussions on party building and the politics of seizure of state power. Such revolutionary discussion is bound to give rise to revolutionary action in the near future.

REPORT FROM THE

REVOLUTIONARY CONFERENCE

The Revolutionary Conference, "Problems of Proletarian Revolution in the U.S.", organized by the AMERICAN COMMUNIST WORKERS MOVEMENT (MARXIST-LENINIST) concluded in Buffalo on October 7 in victory for the proletarian revolutionary line. During the week nearly 200 workers, youth, students and national minorities from all across the country, as well as fraternal comrades from the COMMUNIST PARTY OF CANADA (MARXIST-LENINIST), participated in the Conference. On October 5, a GREAT MASS DEMOCRACY was held which brought the line of the Conference to over 600 people in Buffalo.

The Conference summed up the work of the ACWM (ML) since the establishment of the National Committee in January 1972. All the units which had been carrying out protracted work of building local communist organization and arousing the masses, as well as representatives from other Marxist-Leninist groups and revolutionary individuals, helped to establish definite guidelines, forms and methods for implementing the main slogans of the Conference:

MOBILIZE THE WORKING CLASS AS THE LEADING AND MAIN FORCE OF ANTI-FASCIST REVOLUTION!

DENOUNCE, CRITICIZE AND REPUDIATE MONOPOLY CAPITALISM!

ORGANIZE ACTUAL STRUGGLE UNITS!

BUILD THE CENTRALIZED ORGANS OF THE PARTY!

The class struggle which developed throughout the Conference, externally and internally, in the Conference Committee and in every single unit was between the reactionary line of DESCRIBE THE WORLD: REFUSE TO CHANGE and the proletarian revolutionary line of SUMMING UP EXPERIENCE to MOVE FORWARD IN THE REAL WORLD. The method used by the reactionary line is to refuse to deal with the agenda in a stepwise manner in order to solve problems and instead to place bourgeois individualism in command, bring up all kinds of diversions and excuses and try to talk about "whatever comes into one's mind." The vast majority of actual delegates and supporters of the ACWM (ML) were mobilized by the Conference Committee to support the revolutionary line and the Conference has already brought about a new upsurge in revolutionary mass work and Party building in various places across the country.

The spirit of the Conference can be summed up: "SMASH ANYTHING WHICH STANDS IN THE WAY OF BUILDING THE REVOLUTIONARY COMMUNIST PARTY, FIRST STEP IN ACHIEVING THE GENUINE ASPIRATIONS OF THE PROLETARIAT, THE SEIZURE OF STATE POWER! DOWN WITH BOURGEOIS INTELLECTUALISM AND STAGNATION! ORGANIZE TO CHANGE THE WORLD!"

YOUTH AND STUDENTS UNITE!

The following is the DRAFT PROGRAM of the AMERICAN REVOLUTIONARY YOUTH and the AMERICAN STUDENT MOVEMENT adopted October 7, 1972.

LONG LIVE THE GREAT REVOLUTIONARY SPIRIT OF HEROIC AMERICAN YOUTH AND STUDENTS!

American youth and students, the pride of the American working class and people, have contributed tremendously to the defeat of U.S. imperialism and American fascism in the U.S. and the world.

In the early 1960's the contradiction between the U.S. monopoly capitalist class and the American working class and people developed sharply on the cultural front and American youth and students were amongst the first to rise. Hundreds of thousands of revolutionary youth and students were brought into the struggle agaisnt U.S. imperialism and American fascism. The main targets of the youth and student movement were imperialist aggression and war against the Indo-Chinese peoples and other peoples of the world; the fascist suppression by the U.S. monopoly capitalist ruling class of the American working class and people, particularly the Afro-American and other national minority peoples; the repression of youth and students organizing against imperialism and fascism, the decadent bourgeois educational system and all aspects of fascist culture. Youth and students have played an invaluable role as instruments of propaganda for progressive ideas among the whole American people and in particular have widely disseminated MARXISM-LENINISM-MAO TSETUNG THOUGHT. Upholding in practise the revolutionary directive: IT IS RIGHT TO REBEL AGAINST REACTIONARIES! youth and students have persevered in resistance to the attacks of the fascist state machine of the monopoly capitalists, thus participating heroically in the RESISTANCE MOVEMENT.

The youth and student movement has greatly inspired the whole people's movement and is part of it. Through the course of their struggles youth and students learned many lesions and saw the necessity to come under the conscious and disciplined leadership of the working class on all fronts. Since 1969 with the formation of the AMERICAN COMMUNIST WORKERS MOVEMENT (MARXIST-LENINIST), many youth and students have come forward to participate in the great historic task of building anew the revolutionary COMMUNIST PARTY on the basis of MAO TSETUNG THOUGHT which leads the American working class and people to complete victory over fascism and to the establishment of the dictatorship of the proletariat. Led by the ACWM (M-L), youth and students are building the AMERICAN STUDENT MOVEMENT and the AMERICAN REVOLUTIONARY YOUTH as organizations to inspire and lead the whole youth and student movement. During the last three years the American Student Movement and American Revolutionary Youth have waged many struggles in the universities, communities and at the places of work and developed their revolutionary program. Various national and local conferences have been held and units established in various cities across the United States.

B. Participate in the manifold workers' and people's struggles,

C. Provide proletarian analysis, expose bourgeois lines and win the support of the people for the proletarian line, and

A. Openly advocate that the American monopoly capitalist class is a fascist class and that

it is just to rebel against reactionaries,

B. Vigorously resist the attacks of the bourgeois state machine, persist in exposing the criminal nature of the ruling courts, and adopt the policy of complete non-cooperation with the ruling class state machine,

C. Organize to boldly mobilize the masses against the assaults of the ruling class against

the people and wage tit-for-tat struggle against these assaults, and

D. Openly propagate the proletarian line that only a violent revolution can overthrow the

yoke of monopoly capitalism and fascism.

GENERAL ACTIVITIES OF THE AMERICAN STUDENT MOVEMENT

1. Act as an instrument of propaganda for the AMERICAN COMMUNIST WORKERS MOVEMENT (MARXIST-LENINIST):

3. Encourage students to actually join the American working class:

A. All the politically conscious and advanced sections of the students who come forward to dedicate their lives in the cause of the working class are encouraged to leave the universities and colleges and take up jobs in the working class,

B. Those who have taken up professions, are politically conscious and advanced, are called upon to spend maximum time in living amongst the workers and actively supporting their struggles.

C. Work as revolutionary intellectuals for the revolutionary movement and revolutionary organizations in various areas.

4. ADVANCE THE RESISTANCE MOVEMENT FORWARD!

A. Resolutely struggle against fascist rules, and regulations,

B. Influence the Student Councils to take political action on various international,

national and local questions, and

C. Mobilize students and faculty to support the just struggles of the broad masses and of the anti-fascist fighters against repression by the state machine.

In order to carry through the line of the Revolutionary Conference to MOBILIZE THE LEADING AND MAIN FORCE OF REVOLUTION, THE GREAT AMERICAN WORKING CLASS, the Buffalo unit of the ACWM(ML) recently initiated the Buffalo Workers Revolutionary Committee of the ACWM (ML). Over 35 revolutionary workers, students and national minorities participated in the ALL BUFFALO MASS DEMOCRACY called to initiate the work of the Committee.

In the opening session 2 speakers analyzed the class struggle locally and nationally in light of the recent CALL OF THE ACWM (ML) and explained WHAT IS TO BE DONE in Buffalo, i.e. building the political power of the proletariat in opposition to the fascism of the monopoly capitalist ruling class by consolidating the local communist unit, establishing the Workers Revolutionary Committee and further developing the local propaganda organ.

A handful of trotskyites sat quietly throughout the whole meeting, refusing to put forward their line when called upon to do so. After the meeting, during informal discussion, these trotskites claimed themselves to be "the Marxist-Leninist center" in Buffalo because they hope to organize "strike support activities" and have led reformist peace marches. They also said that carrying out revolutionary propaganda is "left sectarianism" and that "workers don't understand MAO TSETUNG THOUGHT, they want concrete (read: reformist) programs." The revolutionary people present brought out the actual history of trotskyism in Buffalo, particularly denouncing the trotskyite method of opposing mass democracy and spreading their anti-communist, anti-working class venom from dark corners. Many workers came forward to expose the bankruptcy of reformist policics, saying "only MAO TSETUNG THOUGHT and revolutionary poltics can help us overthrow monopoly capitalism and fascism." The trotskyites refused to come under the supervision of masses and further develop their line but literally ran out of the meeting place sniffling and moaning.

The two day conference carried on with tremendous spirit, the basic program of the Buffalo Workers Revolutionary Committee was adopted, the Committee leadership elected, the first MASS DEMOCRATIC EDITORIAL MEETING of the BUFFALO RED STAR was held and the program for the REVOLUTIONARY DISCUSSION GROUPS announced. Following are excerpts from a statement made by the Buffalo unit of the AMERICAN COMMUNIST WORKERS MOVEMENT (MARXIST-LENINIST) at the GRAND RALLY held November 4, hailing the formation of the BUFFALO WORKERS REVOLUTIONARY COMMITTEE OF THE ACWM (ML). (somewhat revised for publication).

COMRADES AND FRIENDS: Today we have founded the BUFFAL0 WORKERS REVOLUTIONARY COMMITTEE of the AMERICAN COMMUNIST WORKERS MOVEMENT (MARXIST-LENINIST). We have decided on the general line of the Committee, adopted its program and agreed on the methods of work of the Committee and the Committee leadership. Our basic political line is to inspire all our class brothers and sisters in Buffalo with the burning conviction to fight for the completeoverthrow of the monopoly capitalist system and the establishment of a Socialist People's Republic of America with the working class as the ruling class. Our practical program is to build the revolutionary propaganda organs and the revolutionary discussion groups right amongst the working people of Buffalo. Our method of work is to bring all the work of the Committee and the Committee leadership directly under the supervision of all the members and supporters and the broad masses. We have also elected the leadership of the REVOLUTIONARY COMMITTEE.

COMRADES OF THE REVOLUTIONARY COMMITTEE, NOW OUR WORK BEGINS...

When the comrades from the ACWM (ML) began political work in Buffalo there was no revolutionary organization of the working class here, there was no organ that opposed the monopoly capitalists and their fascism on all fronts, there was no organ that spoke for the genuine aspirations of our class, there was no revolutionary political line amongst the people that could unite us in our struggle for political power. There were many, many spontaneous struggles taking place, just has there had been many, many spontaneous and heroic struggles of the working and oppressed masses for the fast hundred and more years. And theret were many opportunist so-called revolutionaries "leading" these spontaneous struggles along the path of reformism and counter-revolution. When the ACWM comrades stood up and said: THERE IS NOTHING GOOD IN THE MONOPOLY CAPITALIST CLASS, THE ONLY QUESTI0N IS TO ORGANIZE THE WORKING CLASS T0 seize POLITICAL POWER FROM THESE FASCISTS AND WE MUST BEGIN AT ONCE BY BUILDING OUR OWN REVOLUTIONARY COMMUNIST PARTY, the entire holy alliance of the so-called left viciously attacked us. We dared to let the holy alliance rot and rely solely on the broad masses of working and oppressed people by bringing Marxist-Leninist politics directly to them... When we started building revolutionary propaganda organs and communist organization amongst the students the holy alliance whined "stop promoting revolution -- bring reformism to the workers." These wise "Marxists" told us "workers will never understand MAO TSETUNG THOUGHT," "you will be wiped out" etc. Today we have established THE BUFFALO WORKERS REVOLUTIONARY COMMITTEE of the ACWM (ML) with political power firmly in the hands of revolutionary workers and the holy alliance is still pleading "stop promoting revolution, bring reformism to the workers."...Comrades, summing up the entire history of Buffalo -- the spontaneous struggles, the struggles we have waged and so forth, we must never forget that WITHOUT A REVOLUTIONARY ORGANIZATION, without an organization built on the Marxist-Leninist political line and in the Marxist-Leninist style of work, which can arm the fighting masses with clear ideas and lead their revolutionary struggles, the working and oppressed masses have nothing. COMRADES: THE BUFFALO WORKERS REVOLTIONARYIS SUCH A REVOLUTIONARY ORGANIZATION. Our first task is to bring the line and program of the Committee to every worker in Buffalo. LET US BRING THE POLITICS OF SEIZURE OF POLITICAL POWER TO ALL OUR CLASS BROTHERS AND SISTERS IN BUFFALO.

Now we have the slogan that working class is the leading and the main force of anti-fascist proletarian revolution. What does this mean concretely at this time? First it means that the working class must be the leading force of revolution. That is, that proletarian ideology, Marxist-Leninist political line and proletarian organization must lead the practical revolutionary movement. Comrades, to build the Revolutionary Committee our first task is to work hard and fight to establish the Marxist-Leninist political line amongst the masses. We say the key programmatic point is to concentrate our energies on BUILDING THE INSTRUMENTS OF WORKING CLASS PROPAGANDA IN THE MIDST OF THE BASIC FIGHTING MASSES. Secondly, our slogan means that we must establish the revolutionary discussion groups, the embryo of revolutionary organization, amongst the actual, working class fighters in the communities and places of work all over Buffalo...

In Buffalo, the economic and financial crisis of U.S. monopoly capitalism is very much in the lives of the working and oppressed people. Our daily existence is being threatened by unemployment, frozen slave wages, soaring taxation, vicious inflation, etc. The monopoly capitalists are claiming that these problems are caused by "low worker productivity", and using this productivity hoax to prepare public opinion for more superexploitation (layoffs, speed-up, runaway plants, etc.) and fascism, i.e. fascist rules and regulations, fascistiza- tion of unions, anti-strike laws, etc. The social-fascists are very busy confusing and dividing the workers on these questions and promoting reformism. All in all the monopoly capitalists are intent on using the economic crisis to promote fascism and fascism. These questions are very much on the minds of our class brothers and sisters and we need to explain these questions to them, showing the necessity of proletarian revolution as the only solution to any of the problems facing us. This means building in practical terms the movement to DENOUNCE, CRITICIZE AND REPUDIATE MONOPOLY CAPITALISM, MOBILIZE THE LEADING AND MAIN FORCE OF REVOLUTION...

Our experience shows that we can only go from generalized ideological work to more particular ideological work with the participation of masses and the application of the mass line. Any other approach is idealist in nature. This means that we should start our general propaganda against monopoly capitalism and fascism and summing up the struggles of the working class in the most vigorous way while carrying out detailed and thorough investigation and study amongst the masses and developing the mass line. It is also through this method of taking the over-all line to the masses and doing investigation and study with the participation of the masses that we are contributing both to the national work of building the Party and the local program of strengthening our basic communist unit and building the Revolutionary Committee.

DRAFT STATEMENT AND PROGRAM OF BUFFALO WORKERS REVOLUTIONARY COMMITTEE

Buffalo is a working class city. The history and struggles of the working and oppressed peoples of the United States and the entire world are the history and struggles of the working and oppressed peoples of Buffalo. Large numbers of immigrant workers were brought here to clear the land, dig the canals, lay the rail lines. It is the sweat and blood of the working class which built this country. The working class of Buffalo is part of the great modern industrial proletariat.

As opposed to the working class the very existence of the monopoly capitalist class is based on exploitation of our land and labor. In the U.S. the monopoly capitalist class arose by usurping the fruit of the great anti-colonial war of 1776. Hiding in the ranks of the people by giving broad democratic slogans in the fight against English colonialism, the American capitalist class' only aim was to become the #1 colonialists and nazis of all time. Right from the founding of the United States, the capitalist class enforced armed dictatorship over the working and oppressed people. It throve on theexpropriation of the land of the Native Indians, and the enslavement of the Black people and the exploitation of the working class. Today, these monopoly capitalist parasites live off the plunder of the land and labor of the whole world's people.

Right now U.S. monopoly capitalism is stepping up its policies of fascism, superexploitation and war. The monopoly capitalists are daily consolidating fascist "law and order", banning all democratic rights including the right to strike and building up the police and military arm of the state. Externally, the imperialists are launching new aggressions daily, especially in Indo-China and the Middle East, and preparing for a new world war. The monopoly capitalist system is in financial and economic decay and collapse. Our daily existence is threatened by soaring unemployment, slave wages, soaring inflation, rising taxes, etc.

NONE OF OUR PROBLEMS CAN BE SOLVED AS LONG AS THE MONOPOLY CAPITALIST CLASS ENFORCES ITS RULE OVER OUR PEOPLE. The future of our country lies in the WORKING CLASS OVERTHROWING CAPITALISM AND FASCISM AND BUILDING A SOCIALIST PEOPLE'S REPUBLIC OF AMERICA with the WORKING CLASS AS THE RULING CLASS. To seize state power from the monopoly capitalist class, we must start to build our own organs of power right away. Nationally, we must build a genuine revolutionary COMMUNIST PARTY and locally we must build Party units and revolutionary committees to lead the struggle of the working and oppressed people against monopoly capitalism and fascism. The Buffalo unit of the ACWM (ML) is initiating the BUFFALO REVOLUTIONARY WORKERS COMMITTEE; its draft program follows:

PROGRAM OF THE BUFFALO WORKERS REVOLUTIONARY COMMITTEE OF THE AMERICAN COMMUNIST WORKERS MOVEMENT (MARXIST-LENINIST):

1. Seeks to unite the working class in Buffalo to fight for our class interests and against the interests of the bourgeoisie,

2. Unites all oppositional trends in the working class into one revolutionary movement against monopoly capitalism and fascism,

3. Opposes all capitalist influence within the working class, particularly the development of fascist ideology and organization,

4. Strives to achieve the genuine aspirations of the working class, the seizure of state power,

5. Any worker, employed or unemployed, who agrees with the general statement and program and participates in implementing it can become a member of the BUFFALO WORKERS REVOLUTIONARY COMMITTEE.

6. The BUFFALO WORKERS REVOLUTIONARY COMMITTEE democratically elects its leadership and sorts out all internal contradictions on the mass democratic basis,

7. To strengthen the solidarity of the working class and develop our political consciousness the BUFFALO WORKERS REVOLUTIONARY COMMITTEE will develop regular discussion of proletarian ideology, MARXISM-LENINISM-MAO TSETUNG THOUGHT amongst the working people.

8. The immediate task of the BUFFALO WORKERS REVOLUTIONARY COMMITTEE is to establish a propaganda center amongst the working people to speak in the name of our class and initiate wide scale denunciation, criticism and repudiation of U.S. monopoly capitalism and fascism. To carry this out means to:

A. Establish the revolutionary propaganda organ, the BUFFALO RED STAR,

B. Build revolutionary discussion groups in the communities and work places all over Buffalo.

9. Become, through waging actual struggles, the center of resistance in Buffalo to the attacks of the monopoly capitalists and their fascist agents on the working and oppressed people,

10. THE WORKING CLASS IS THE MAIN AS WELL AS THE LEADING FORCE OF THE ANTI-FASCIST REVOLUTION. UNDER THE LEADERSHIP OF THE AMERICAN COMMUNIST WORKERS MOVEMENT (MARXIST-LENINIST), THE BUFFALO WORKERS REVOLUTIONARY COMMITTEE WILL CERTAINLY MOBILIZE THE MAIN FORCE IN BUFFALO AND CONTRIBUTE TO THE OVERTHROW OF FASCISM AND ESTABLISHMENT OF THE DICTATORSHIP OF THE PROLETARIAT.

1. U.S. imperialism for its continued aggression against the Democratic Republic of Vietnam Provisional Revolutionary Government and the Vietnamese people.

2. U.S. imperialism for its continued aggression against the Indo-Chinese people.

3. U.S. backed Israel's occupation of Palestine and other Arab territory.

4. The U.S. imperialist-Israeli Zionist plot to commit further aggression and wars of conquest under the fascist banner of "anti-terrorism" in the Mid-East.

5. U.S. imperialist-Soviet social-imperialist collusion to encircle People's China in hopes of subjugating China.

6. The Nixon-Brezhnev agreement which is a plot to divide the world into spheres of influence of the two super powers.

7. U.S. imperialism and Soviet social-imperialism for attempting to use nuclear blackmail against the rest of the world.

8. U.S. imperialism and Soviet social-imperialism for their all-out support for the Indian reactionaries in the invasion of East Pakistan and the establishment of "Bangla Desh."

9. U.S. imperialism for reviving Japanese militarism and grooming Japan as the U.S. imperialist watch dog in Asia.

10. U.S. imperialism for maintaining troops in Korea and obstructing the peaceful reunification of Korea.

11. U.S. imperialism for occupying the Panama Canal Zone, Guantanamo Naval Base in Cuba, Guam, Virgin Islands and Micronesia.

12. U.S. imperialism for supporting fascist military cliques, dictatorships and local reactionaries! for maintaining military bases and using "gun boat diplomacy"! for sending world wide Peace Corps, missionaries and "foreign aid"! and for never hesitating to use the imperialist.....undermine all wars of national liberation and other revolutionary struggles.

13. U.S. imperialism for their policies of aggression, intervention, subversion and general meddling in the internal affairs of other countries in their drive for world conquest and preparation for world war.
