This is the third packet of documents for discussion in preparation for the Congress. It contains responses and opinions submitted by individual members. There is also a proposal from five of the six co-chairs of the organization, which we hope everyone will consider.
Schedule: There will be two more packets issued before the Congress. To repeat the schedule:
Friday, August 17: Deadline for papers to be submitted to Center
Tuesday, August 21: Congress Documents #4 issued.
Friday, August 24: Deadline for papers to be submitted to Center
Tuesday, August 28: Congress Documents #5 issued.
Monday, August 27: Deadline for districts to submit names of delegates to the center.
Saturday/Sunday Congress (Delegates should plan to arrive September 8 & 9 in the Bay Area Friday night, September 7 and leave Sunday night, September 9)
Delegate elections: In the last report, there was a category for electing an additional delegate from the District Committee. It should be clarified that this only applies if the DC has at-large members who do not sit in a regular unit.
Finances: As we stated in the last report, we have been operating on a deficit. The cost of the Congress (travel for delegates, facilities, etc.) will be approx. $20,000, or an average cost of $140 per delegate. In the past when we have not had funds, we have borrowed money and paid it back later. However, given the situation at this time, the center does not feel we can guarantee that loans will be repaid. In order to have the Congress, we must raise the money now. If we cannot raise enough funds, we will consider having fewer delegates.
We are asking each district to raise funds for the number of delegates it will be sending, at the cost of $140 each Districts should immediately discuss fundraising activities and/or personal donations from individual members, including anyone with “frequent flyer” miles willing to contribute air ticket(s), which will count as a cash donation based on the most costly tickets.
We must raise the money by August 23 in order to pay for air tickets. Districts may consider borrowing money if they can guarantee future fundraising will repay these loans.
